Therefore, my point is simple.

Just as we are all used to the fact that 75% of places in say, Biomedicine, are awarded on 'merit', and 25% are awarded to SEAS applicants (to redress hardship, perceived imbalances and inequities), a CASE can be made for 75% of National Scholarships to be awarded on merit, and 25% to SEAS applicants for the same hardships and inequities. There would be nothing unfair about this.

I believe that the underlying issue is that there is a suspicion that the SEAS system is being abused, and there are many frivolous SEAS applications. This may well be the case, but it is a different issue.

By the same token, if a student was hospitalised for 2 months during the year with a serious illness and still managed say, a 99.80, would that not be as meritorious as a 99.90 for a student who did not have this disruption ?

What advantages does one have with a Chancellor's or National scholarship over say the Access Scholarship (apart from a small difference in scholarship amount when you study in Melbourne).  I thought the Access Scholarship was designed to help the disadvantaged.

Chancellor's gets you guaranteed entry into the UoM MD, JD etc
