The one and only IRC client I have ever really used is mIRC. It's great and is free forever.

The channel is very active, in fact. Especially in the afternoon and evening.

mIRC is ugly and no more useful than modern clients, unless you're running scripts. :P Its paywall can be very annoying (and sometimes impossible) to overcome. I'd recommend Hexchat as your first client.
