Windows 7: To buy or not to buy

Being in charge of the christmas spending, I'm thinking of getting windows 7 for my tech geek of a bro, but has anyone seen the price, it costs as much as an Xbox 360/ PS3/ Wii +games (the ultimate version is abt $420, though students get it cheaper). For anyone who has it, is it worth it, or should I spend the money on a console or better off keep the money (lol)

So I'm planning to install Windows 7 on a new HDD, therefore, to 'upgrade on upgrade', do I install Windows XP on the new HDD, then clean install with Windows 7 and the key should work?

apparently you need vista to upgrade with all your programs intact. with xp, you need to do a clean install you'll lose everything
