South Korea was poised Wednesday to become the first Asian country to use chemical castration on child sex offenders.

A bill prescribing the hormonal neutralization of testosterone in “sexual deviants” aged 19 or over was passed Tuesday in the National Assembly by 137 votes to 13, which President Lee Myung-bak was expected to sign into law when he returns from abroad.

Members of Parliament also voted to introduce the measure of removing offenders’ testosterone -- officially described during court sentencing as a medical treatment -- supposedly designed to “remove any negative connotations” inherent in the term castration.

The original version of the bill was introduced two years ago after a 58-year-old man raped and assaulted an eight-year-old girl, leaving her permanently disfigured. Public outrage triggered increased security measures at schools and the installation of CCTV cameras in playgrounds and prompted impassioned pleas for tougher laws and harsher punishments.

There were concerns about the effectiveness or safety of the treatment, and pressure to pass it waned until the government was embarrassed by a renewed spate of attacks this year.

Last week, a repeat sex offender aged 44 was charged with kidnapping an eight-year-old from her classroom and raping her, and an investigation began at the weekend into the case of a Vietnamese girl snatched from a street during the day and raped.

South Korea already imposes fierce legal punishments. Last week a 33-year-old man was sentenced to death after being found guilty of the February rape and murder of a 13-year-old girl.

Louisiana two years ago gave judges the right to order drug treatments to eliminate the sex drive of offenders convicted of a range of crimes, including forcible rape and aggravated incest.

I'm not sure how I feel about this. A lot of things could go wrong like accusing the wrong person or someone just trying to take revenge on someone by saying they touched their kid.

I was reading on wikipedia and its clear the age of consent is >=13 but then it says

The equivalent to statutory rape at a guess.

I disagree with the "forced" part of the punishment, chemical castration should be offered as an alternative to jail time (for example)

Really on the fence about this. Honestly, my knee jerk reaction was, 'Yay! Castrate all the pedophiles! Give those sick fucks what they deserve!'
But, and ugh, it's a sickening thought, they can still rape and abuse children in other ways. And what about female pedophiles?

I doubt that this would work to be honest - it's not like a paedophile's penis causes a person to have sex with minors.

Also this seems to assume that men are the only gender that can be paedophiles - that's also untrue.

Yes but they are the vast majority, no? (No, I do not have evidence for this, but I would love to be proven wrong)

And at least removing the thing that makes guys horny would help alleviate the problem. Sure they can still abuse children in other ways, but something's better than nothing.

I'm pretty sure anyone considering pedophillia as a future career would have a think over offering the 8 year old girl candy as he might actually need his balls some time in his life.

We probably don't know how much, because we do know that cases of women paedophiles go seriously unreported.

From what I understand, there's no surgical removal of the penis/testes. It's chemical therapy that reduces hormone levels (testosterone and aldosterone from memory), in order to decrease sexual urges. So, as far as I know, it's perfectly viable for use in both sexes. Obviously it has various side effects in men, since testosterone is a pretty key male hormone.

I disapprove on the grounds of human/individual rights, which is why I don't support it being compulsory. Like someone posted, a choice betwenn jail and the treatment makes more sense.
