I'm assuming the Israeli soldiers played the song to provoke the Muslim Palestinians' anger. The song was played right after the Arabic 'Adan' (prayer song), keeping in mind that Muslims ban music.

I'm assuming they did it to have some fun. In fact I'm not even sure the music was actually being played, it was most likely added to the video after. Also, they're in a Jewish street in Chevron, there wouldn't be any arabs living there.
