University of Melbourne is one.  And I'm sure Monash would have it as well in their psychology department.

Looking at this year's Clearly-In, if you want to do a psychology major through a Bachelor of Science, the Clearly-In was 85.05.

If you want to do psychology through a Bachelor of Arts (which is possible), then the Clearly-In was 88.00

But if you just want to do behavioural psychology as a subject, you can do any degree and if psychology subjects aren't part of that faculty, it can be done as breadth.

Bumping this topic to add more information for all those interested.

Besides the two Victorian universities in the Go8, other universities offer behavioural psychology.  It is not called "behavioural psychology" as such because that is quite specialised but having a look on VTAC's Course Search yields some interesting results if you just search "psychology"

Universities such as Australia Catholic University, Deakin, La Trobe, RMIT, Swinburne and Victoria University all offer courses on psychology with some specialising in Behavioural science.

I think that's all the universities in the state by the way...

VU is one of the leading psychology departments in Australia. They conduct numerous tests and experiments there. My older sister and here friend do psychology at two different universities. One is at Vu one is at Melbourne. The one who goes to melbourne says there psychology department is good but they aren't very helpful due to the number of people who go there. The one who goes to Vu says the lectures and tutors are very personable and are incredibly helpful. I'm not sure about monash and melbourne but one of the main psychology lectures at VU got his PhD in behavioural psychology. I hope this helped
