Are we able to the use the methods we learnt in Physics for Specialist?

For example, Question 13b Exercise 10 A, are we actually allowed in that context to use v^2=u^2 + 2as as opposed to their working out?

If the formula isn't on the course design, I wouldn't use it in spesh.

That said, I'm not sure whether that one is on the course or not, but if the textbook isn't using it, it probably isn't, so stick to the conventional workings.

I think that equation should be ok, as you use the equation of motion in 10C, and v2=u2+2as is in there, its just for 10A they are introducing the concpets of accel, velocity and displacement for those who haven't done spec.

Still it's just the equation that we acutally use in spesh, it's not as if we are doing it the stupid way of conting boxes instead of integrating to find displacement.

From reflection given the question was presented in that way with the preceding parts I think that what your teacher says is correct.
