Normally if you're paying for the insurance annually then no, it won't be part of cost price

it depends.

if the insurance is for DELIVERY and you are only buying the 1 item AND it can be logically allocated. then it could be included.

but if its for all stock and its for like insurance within the store. then no it is not a cost of goods sold.

If the insurance is clearly defined for each unit of stock on a logical basis.
You add things to the cost price that can be clearly identified for each unit of stock, which will bring the stock onto location and prepare it for sale
