let say if i wanted to do a course which requires a minimum english (ESL) score of 35, but then I didn't meet the prerequisite score for English, let say I got 33 for study score, but i met the atar score for that course. Do I still have a chance to get in?

If you do any other English (such as normal English, literature, English language etc.) then you only need a 30 raw score, not a 35.

And no, if you don't meet the English requirement, you can't get in. Rules are rules.
