Can someone please clear something up for me?

I've seen several descriptions for Independent Assortment:

(1) In anaphase I, homologous chromosomes separate independently from other homologous chromosomes

(2) In metaphase I, homologous chromosomes line up/arrange themselves independently of other homologous chromosomes

Which one is better/more appropriate- if you read it though they sound about the same, but would you describe it in terms of anaphase I or metaphase I?

According to VCAA 2003, it's when "during anaphase I, the behaviour of one pair of homologous chromosomes is not influenced by the behaviour of the other pair of homologous chromosomes."

Wow, really? I thought Independent Assortment happened in Metaphase I, isn't Anaphase I when the pairs of chromosomes have begun to be pulled apart?
