There's no point in changing from SMF to VB now, it won't make any sense to do that
Various forum packages hold advantages over others and vice versa. So there is sense in doing it, not to mention the eye candy that comes with almost every other (mainstream) forum package I know of. SMF looks like arse. Plus, from what I know, you can migrate from forum package to forum package with relative ease, so that shouldn't be a major issue.

In terms of an app, I have the Android SDK so I'm willing to write an app for that - I'd have to brush up on Java though
Out of curiosity, have you written Android apps before?
But there's the issue of iOS and I don't have the Apple SDK (it's too expensive) - it's a subscription service
You also need a Mac. If you own one, the price of the iOS Developer Program subscription should be negligible IMO.
