^They wont get scaled down. Usually the GAT is considered
for a derived score should you, for any reason, UNABLE to finish
your english exam. Then they'd check your GAT scores at english.

Something tells me because of what happened with the English exam, they MIGHT'VE been more used than in previous years, in all honesty.
But we can never know.

You're advised to do the best you can on the GAT just in case. It seems like a waste of time, sure, and if you're the type to completely ignore a plan B when it's handed to you on a silver platter, then it's your choice. They can pretty much do whatever they want when it comes to tie-breaking and scaling, and the GAT isn't as used infrequently as people believe.

If the GAT is used to scale English, would they look at my Written Communication results from my year 11 GAT or year 12? Because I stuffed up my Year 11 GAT, and got 20/40 for my Written Communication, so is my English study score doomed?

^Definitely not doomed at all  :D
Blitz all your sacs and do awesome on
your english exam next year (A+) will get
you above 40.

The GAT is used in some circumstances,
but they're used very infrequently, and not
as much of a big deal as people think

If they had to use your gat, which they probably didn't, they would use the one relating to the year that you did english. They'd only use this years results for english this year.

When I got my English and GAT result, I figured it must have been taken into account.
For the English Exam, I wrote 2 essays, the language analysis I took seriously but for my context 'Whose Reality' piece, I wrote this whacked up story about a chicken, a cow, and myself (as a Year 12 student) as the main characters. In summary, I didn't take it seriously AT ALL, but I ended up with an A, and a study score of 40. My 'written communication' section for the GAT I scored a 48. My situation might have been a bit on the extreme side but I think it's worth it to take the GAT seriously because it can't hurt in the end, and you never know what will happen :)
