Can someone please answer what was the EXACT purpose of the 1967 referendum...was it equally citizenship right and adding Aboriginals on the census?

That s127 part isn't relevant to the Study Design. The part relevant to the SD is the s51 part. Originally the Cwlth had the power to make laws regarding any race of people in Aus *except* the Aboriginal race. The ref removed this restriction, thus increasing their specific powers.
