Participative and Consultative management styles

I just require some clarification on the participative management style. My teacher says it is made by the employees under the control of the manager, as in a vote is held and the manager must 'role' with the majority. OR can the degree of involvement range from the employees having little or no control, even suggestions  to making the decision..

I'm getting pretty confused when distinguishing between Consultative and Participative styles  :(. Can anyone help make things a little more clear :).

Consultative
- Managers makes decisions alone, after consulting with staff
- Authority is still centralised, but workers are considered
- Two way communication

Participative
 - Managers and employees make decisions together
- Authority is de-centralised
- Two way communication

Yeah i guess it's just safe to say they make decisions "together".
