Focus is drawn on the immediate foreground with the guards and such. Things to note;
1. Well, the text. Littered with sarcasm such as in the juxtaposition of 'dangerous' with 'nail scissors' (nail is even bolded to enhance this effect). Ultimately stresses that security is focused on dealing with trivial issues rather than the big ones (such as bikie gangs).
2. The man's expression looks somewhat surprised and dumbfounded by the seriousness with which they're dealing with his nail scissors. Conveys that we should be feeling quite the same way with the stupidity of it all.
3. The size difference in both height and width between the guards and the man gives an imposing and threatening appearance, perhaps drawing our sympathies towards the man. Not quite too sure about this one, that's what first came to mind but you'll need to expand on it.
As for the background;
4. No shit, the bikie gang. As mark said, obvious irony in juxtaposing bikie gangs not being monitored to the man being monitored.
5. Other minor things such as the weapons, their dress etc. giving an image of extreme violence and danger to perhaps evoke a sense of fear?
