Hi, i cant able to make good plan in exam situation .soo what should i do?

Make sure you understand the texts well first. A lack of understanding can make it so hard to plan.
After you know a lot, continuously practice under the time constraints.

Be critical. Underline key words. Don't take anything superficially. For example many last year for the prompt "without others their is no me" (reworded) completely disregarded the me part. This alone is very complicated and vital to discuss. At a first glance their always seem's to be nothing but with deep thought and practice you can break the barrier continuously.

This happened with the Cosi prompt as well last year. Apparently a lot of people didn't address the whole question.
Another tip as well is to question the prompt and see what ideas some from your question.
