Tell your VCE coordinator, see where to proceed from there.

Don't hold me on this, but there's probably not much that can be done, you should have been informed that photo identification is required for language oral exams. The VCAA exam navigator for example (you should have been given a copy of this, perhaps early in the year - http://www.vcaa.vic.edu.au/Documents/vceexamnav12.pdf), states it on Page 10, bottom left corner.

this happened to me last year. i went to the venue and forgot my ID. I was with a few classmates so they vouched for me and they allowed it. bad luck though
