Sorry this may be a stupid question but what is the date in this

 In the event of a delay to this expected shipment date (24/1-8/2), you will be notified and kept updated with the progress of the books. We will make every effort to ensure all books are received by mid-February, 2013.

I think it's meant to be read 24th Jan to 8th Feb, where the hyphen represents 'to'

I bought the accounting set and the english book on the 7th and was wondering how long it will take to get the english one?
