I think stating your opinion concisely is the key, but also ending it on a strong note. For example, when I did my presentation on wikileaks, I ended like this:

I think summing up the main arguments is a great idea. But I'd also suggest a strong ending, a quote can work wonders (like above), most importantly, it should be something that'd have a lasting impact on the listeners :)

I wouldn't sum the points, your speech is so amazing that your audience payed attention to every word; they know your points.
Yeah certainly end on something witty or emotive. Something that leaves the audience going "OOOOOOOOHHHHH" *back of hand covers mouth stereotypically*
Eg, on CCTV cameras a speech I marked ended with some emotive sort of "we should be fighting for justice" lead up and finished with the line "At the end of the day, we should be the change that saves lives, not the one that takes them" (or something like that)
Something that leaves not a doubt in the audience's mind that they agree with you.

My speech is about fracking. In my conclusion, should I tell the fracking companies to "frack off"? What if the assessors give me a detention because it sounds like "fuck off".

Fracking is this thing people do to get natural gas out of hard to reach places.
