Hmm, I'm not too sure, but if I were to take a pick, I'd say a cross between an authoritative, eager and concerned tone. I could be wrong though.

Hmm.. I wouldn't really say the headline in itself has a tone for this particular article. It seems succinct and conveys an image of what is actually being discussed in the article, as opposed to the ironic or witty or 'double-think' sort of headlines we usually come across. In fact, I'd say it's a rather bland title; doesn't really have a pun involved. Such a detached stance does well for its conciseness, as the reader doesn't have to ponder over what the article will be about.
