Hi so I have a question(s):

What exactly is the Chancellor Scholars Program and what's the deal with the GAMSAT & GPA if someone gets an ATAR of 99.90+?

Just wondering  :P

What exactly is the Chancellor Scholars Program 
It pretty much guarantees you in a graduate degree and you’ll also enjoy a wide range of other exciting benefits and activities.

If you get 99.90+, you don't have to do the GAMSAT to get into the courses that require it (Med, dent etc.) because you are guaranteed a place. I'm not too sure about the GPA though. There might be a minimum GPA.

There is a restriction on the sort of grades you have to get (it's not very high though), and I know of people who have lost their guaranteed med entry (N.B you still have to sit the MMI - not that anyone fails...).

This isn't possible with the CSP.

If you get your 99.9+ and get a place in the program, you'll sit the interview in December before starting uni as a pass/fail interview. Then as long as you finish your degree, you have a guaranteed place in the MD program. No need to sit the GAMSAT or maintain a minimum standard score.

Oh ok, I had heard from a few Chancellors people that some people lost their scholarship due to academic performance in certain units. Quite possible I misunderstood that :)

It was possible with the old program, where if you finished with an average under 70% you didn't qualify for your guaranteed place, but the new program did away with any academic requirement (which is dumb and stupid but oh well)

Yup, you lose the scholarship payments if your average drops below 70%. Your guaranteed placement is unaffected though.
2012 ATAR: 99.20
2013-2015: Bachelor of Biomedicine (Microbiology/Immunology: Infections and Immunity) at The University of Melbourne
2016-2019: Doctor of Medicine (MD4) at The University of Melbourne

This is correct, and also you only need 50% average for FIRST year, followed by 70% in second and third year.

As in during the coming Summer holidays (same time as when MMI interviews held for Monash for 2014 entry)?

Yes. You can defer it until after you finish your degree if you want though.
