If a question was, 'Identify and explain two methods of managing quality..................', must we then define TQM and Quality Control (assuming I chose those).

What if I don't do any definitions? Can I be penalised?

Depending on the Mark Allocations and the Instruction word (e.g. Discuss, Explain, etc.) If it's worth 4+ Marks, then you are definitely expected to define key terms in the question. To be honest, I wouldn't take a risk on not defining a term for a 3-Mark Question either.

If you don't know, leave a 3 lines at the start of your answer, and come back to it if you have time. If you do finish early, put something down as a definition, you may or may not get the mark, but you won't get anything if you don't put something down. :)
