Need help with offers.

Hi,
I need some help with the offers, I am a little bit confused.
I want to go to Melbourne university but I didn't put Melbourne as my first preference. I put Biomedicine as my 2nd preference and Science as my 5th preference but I put Monash as my first preference since the ATAR cut-off for that course was the highest so I thought it was a good idea to put it first.
I live 50 minutes from Monash and 20 minutes from Melbourne so I don't want to go to Monash.
I received an offer from Monash for my first preference but no offer from Melbourne.
I got 99.25 ATAR, which is higher than the cut off for both Biomedicine and Science so will I be given an offer into either degrees at Melbourne?
I read the VTAC offer guide and it says I will get an offer in second round only if there are available spots or something...

If only the first preference is considered, why was I allowed to put 12 preferences on VTAC? If Melbourne isn't my first preference does that mean it is unlikely for me to get an offer?
I decided to put Melbourne as my first preference considering the distance but it was too late.

Yeah, if you get accepted for your first pref you won't receive any other offers. You need to do a negotiated offer :)

I feel a bit better now. It says here http://futurestudents.unimelb.edu.au/admissions/accept-your-offer/negotiated_offers that with 96+ ATAR and negotiated offer I will get into Science, which is all I want.
Biomedicine is too restrictive so even if I got an offer, I probably would have tried to change to science.
I will make a negotiated offer on the 20th and hopefully get in.
