Year 12 Oral Presentation - help & advice

I'm in year 12 this year, and my first SAC is an oral presentation.  I have chosen my topic and it is that i disagree with the $5 emergency/GP fee the government wants to implement.  I was wondering if anyone could help me with an introduction.  I want to grab the audience attention, but I'm not sure how to, also if you have any suggested arguments for the topic or anything that would be good to mention would be great!   Plus if you have any advice from experience or what not it would be much appreciated, thanks guys :)

Hey, for these kind of topics, starting off with a few rhetorical questions really appeal to the audience. you could perhaps ask "imagine going to the one place where you thought all your worries would be effaced and suddenly being told you will have to "purchase" your own medical needs. In a country where heavy taxes are levied, there is no room for this burden"

haha^ ofcourse that was just an idea (apologies -my brain is soaked from the amount of assignments I was given today)
but yeah this is a topic that would really go to your advantage...

also mention how people are already waiting in long lists just for a 10 minute appointment :) and the point about people with medicare- mention how they have the right to be indignant :) gosh-- this topic is pretty good- also try to find out what the government wants to use the money for and perhaps try rebutting that with "there is nothing more important than good health... it always has been and continue to be our number one priority"
also you could mention that this is an indication that the government is clearly doing something wrong themselves-- all these years, when such payments were not mandatory, the country was perfectly fine so why should we implement it now?
