1. You can talk to them if you want - essentially they'll just tell you this:
You'll need to work hard during the year and maintain at least a distinction average to be competitive in your transfer. This will be either easy or hard depending on how much effort you need to put in throughout the year, it's not something we can predict. If you work solidly during the year, and limit the amount of partying you do (you won't need to NOT party, though - just don't do it every day like some people do), you should be able to get it.
2. Yes, there is always that chance. If you accept now, you can still be offered the engineering course. However, I have heard that if you don't accept your first round offer, VTAC assumes you don't want to go to uni and you won't get any other offers (but I feel this was a lie from my school to get us to accept our first round offer).
Either way, you need to be at a university to try for a transfer, so you should accept your first offer, because you can still get a second offer.
3. ... You thought Menzies looked good? For real? And don't suffer from any eyesight issues?

The students are just like... Students? I mean, from what I can tell, there's no real "separation" of "cultures" between faculties. You have the students that are only at uni for study, you see them walk into the library, then out, and never see them again. (often stereotyped as the students going for post-grad med.) You have the students that come in, socialise a bit, do extra-curricular activities with the uni to try and develop some good networks. You have the students that are super-heavy MSA reps, often also being on the committee for a club or several. And then you have mixes of these three.
As for good lecturers... You get almost zero control for that stuff, particularly for first year. You may as well go in with no pre-conceived notions where you could find every lecturer is great, instead of listening to us tell you who is good and who isn't and that affecting your opinion.
4. Can't comment, but you'll find out soon enough really.
