Achieving an average for graduate learning...

'Graduates with a Civil Systems major (with a 65% average) are eligible for a two-year Master of Engineering (Civil) or a Master of Engineering (Structural).'

My question is, is this average over all three years or only second and third?

I believe it's all three.
2008 - 2010 | Bachelor of Production @ Victorian College of the Arts
2013 - 2015 | Bachelor of Science @ UoM (Bioengineering Systems)
2016 - 2017 | Master of Engineering (Biomedical) @ UoM
