Just confirming that it opens in August and not earlier.
I would be applying for financially disadvantaged as my family is under FTB-A

Opens when you do VTAC preferences (but might close before preferences)

No as long as you can produce documentation that shows you're receiving some sort of benefit from Centrelink.

No - financial disadvantage is literally a tick or no tick. Having FTB-A or Youth Allowance gives you the tick.

if you have difficult circumstances arising from something else other than financial circumstances write an impact statement for 'difficult circumstance' category, otherwise it's not relevant.

It's not so hard to be accepted for financial disadvantage, provided you give a centrelink number or documentation, there are steps to take to hand in the documentation so check the VTAC website when the time comes.
