For vtac do we only get one offer?

Sorry if this is a stupid question. But after everything is done after exams and that, do you only get offered one course that was highest on you preferences. Is that how it works, or do you receive multiple offers?

There are multiple rounds and in each round you get one offer. You can only receive another offer in the next round for preferences above the current offer. Depending on if you checked the supplementary offer or not, you may or may not also recieve a supplementary offer.
