policy VS physical - social-ecological model

I would like to know whether the following statement is a policy or physical environment factor in the workplace:
-putting up posters around the workplace showing nearby parks and bike paths

it is a change to the physical environment. It is not a policy as the workplace has not implemented a program. A walking meeting would be an example of a workplace policy
