Since we've been told that more of q means higher cost, that price must be multiplied. And similarly for storage, q must divide, because the higher q gets the smaller a/q will become.
Ordering: a/q
Storage: bq

b)
dC/dq = -a/q^2 +b
C"(2nd derivative) = 2a/q^3
Since a and q are always positive, second derivative >0, which means local minimum.

We know minimums (and maximums) occur when the first derivative =0
Therefore:
0 = -a/q^2 + b
b = a/q^2
q^2 = a/b
q = Square root of a/b (Only positive because the question tells you q is a quantity)
