Question about transformations

Hi guys, I am a little confused as to whether dilations affect the traslations or not.
For example, I found this online:
dilation by a factor of 12 in the x-direction from the y-axis, which gives the graph of y=loge(2x)
dilation by a factor of 5 in the y-direction from the x-axis, which gives y=5loge(2x)
translation by 32 in the negative x-direction, giving y=5loge(2(x+3/2))=5loge(2x+3)
translation by 1 in the negative y-direction, which gives y=5loge(2x+3)−1
In this the dilation is affecting the translation however the example below is one we did in class in which the dilation does not affect it...
Can somebody please clarify this for me?
