Okay so I know this is a hard question to answer but am I unable to get a 70 ATAR??? These have been my SAC marks

Psych: 73%, 27%, 50%, 58%

Vis Com: 51%, 82% and 80% on my folio

Media: 50% for all SACs and 75% on my folio

English: 45%, 68%, 88%, 48%

And I do a VET subject that is scored

I have really bad anxiety and depression and during year 12, I got really bad. Which you can see in the varying scores

Is there any chance I can get a 70 ATAR? Or am I completely screwed. Be brutally honest

Without knowing your rank and cohort strength it's impossible to say.

VCAA changes your SAC scores depending on how well your cohort does on the exams

And with the above in mind, it's definitely not the case based on your post alone that an ATAR of 70 is unreachable. :)
