If you had 5 people who were getting 95%+ and could maintain these scores for their exams and then the rest were 50% and lower... do the 5 people still get pulled down badly?

PS: This is not the case for me, just a situation i'm curious with

I do not believe stat moderation will affect these people too much. The SAC scores will be scaled to fit the exam scores, which means the top 5 people who had 95%+ SAC marks will scale to the top 5 exam marks (95%+ as you claim), and not much will change.

What about in a cohort like this:
My methods class has about 6 people who get As/A+s, while everyone else is sitting around C level (I'm sorry I can't continue without pointing out my pun) I'm ranked roughly middle for SACs. Say for example I get the 7th highest exam score which happens to be an A. Will my SAC mark still be a C because the of the drop off after the 6th SAC ranking or will the mark go up?

say if theres like 10 People above my grade for english language for GA1 & GA2 [sacs unit 3 + unit 4]
my one is Mid A & a Low A.
if i get a high A+ would my sacs be moderated to that level[A+], as well as a higher study score then those who didn't perform as well as me on the exam but got A+'s for their sacs?

only if the 11th highest exam score is an A+, and even so, your moderated SAC score might no go to an A+ just because the 11th highest (your ranking) in the exam is an A+. Your SAC mark moderates to ~11th highest exam score (if ranked 11th in cohort).
