What does this mean?

I'm trying to enrol in Japanese as a breadth but it says that 'Enrolment is not allowed because the non-study package requisite conditions for JAPN10001/2/1 have not been satisfied.'. What does this mean?
2017: Further Mathematics
2018: Chinese Second Language | Economics | English Language | Chemistry | Methods
2019: Bachelor of Arts at UniMelb

I'm pretty sure anyone planning on doing a language subject has to do a placement test. There is more information here.

Can confirm the above.

They never used to do these tests and an unfortunate number of first language speakers augmented their WAMs quite considerably by taking their language in its beginner form. Unfortunately, this still happens, as the tests are fairly easy to game.
