letter of application

I am writing a letter of application to undertake a year 12 VCE subject through distance education. I am writing to my school's principal. Which do you think is most appropriate to say?

"To whom it may concern:"
or
"Dear Mrs ...,"

I feel a bit awkward about writing the bottom one.  ;)

What else can I say in the letter apart from the reasons for undertaking the subject through distance education? Anybody got any ideas?
