Tried to access the site via its I.P. address:  210.247.214.65

No luck :(

How do you use someone else's ip address as a proxy?

I'm not sure.  Tried about half a dozen of those proxy bypass websites, they didn't work.
Any ideas if Peer Guardian 2 will work?  It's supposed to hide your IP address I think.

Read the quoted text....people are trying to "access the site" and "bypass" and use a "proxy" .....how come?

Because at the moment the VCAA results site is restricted.  Only people with authorized IP addresses can access it.

It'd be an awful shame if that computer happened to "catch fire"  or "go missing."  ;)
