If someone was getting like 30-40% on SACs but then got 2 As on the exams say there medium As. SS? 35?

maybe, unless there coherent got extremely low on the exams.
btw 3 A's gives a max of 37 i think, however i would assume 3040-% sacs, with two med A's on both exams would give you 35.
