They are but thet aren't.
Oxygen debt refers to the proportion of oxygen used during recovery in excess of the amount of oxygen used during rest.
Whereas EPOC more refers to the things that occur during recovery such as resynthesising of PC, removal of lactate from the muscle, conversion of lactate to glucose through the Cori Cycle.

In addition to what Predator said,

EPOC has two stages: The fast replenishment and slow replenishment

Fast replenishment(usually from start of passive recovery to 2-3 minutes after start of passive recovery) deals with the re-synthesis of ATP and PC.

Whilst, Slow replenishment(also happens at the end of exercise but it takes a longer time to finish) deals with the reverting back to pre-excercise state such as pre-excercise HR and core temperature. In addition to that, it deals with the buffering of H+ ions and the conversion of lactate to glucose, glycogen or protein.

Terminology-wise, they are the same term. But know the phases within EPOC and the whole concept of 'repaying the oxygen deficit occurred from the start of the activity' during oxygen debt.

Agree with Streaker, they are exactly the same term. One is a more accurate term than the other so EPOC is preferred but they still mean the same thing.
