They can place posters such as "Find 30 minutes of your lunch break to be active"
They could also set up healthy programs in which a health expert would come in for a day and explain the risks of being inactive.
They could so something similar to the "The stairway to health" in which they would promote use of the stairs with music and posters around this area to defer people from using the lift.

Also explain how a VO2 max submaximal test can give a reasonable  prediction?

Don't ever do VCE without Year 11 and missing one Sem of Year 12. Believe me its quite a pain.

VO2 submax test meaning an indirect test? (not Vo2 max treadmill test such as beep test?)

It can give a prediction because there is a linear relationship between heart rate and oxygen consumption, or energy expenditure and oxygen consumption.
