Yeah definitely. But it's annoying how they have the 13MELB number everywhere. Look at the Portal notices, they have the 13MELB contact number and email on every admin notice. It's probably going to take twice as long to get something done for those unaware - an email to be processed/redirected by 13MELB will take ~3 working days and another 3 working for the destination dept. Not very productive...

I don't even understand why this happened, who decided it was a good idea to reduce call waiting times by directing all calls to the one place?  How did they even make it through university, let alone work for one?

It's there because you have a lot of people who are completely incapable of figuring out where to go and what to do themselves, so a focal point to direct all queries becomes necessary.
