Ok so I didn't get a first round offer into the course I wanted and I was really hoping for a second round offer. But I didnt get one of those either.
Am I all out of options now?? Should I just stick with arts and wait for transfers at end of year??

I wouldn't say you're completely out of options, definitely not now.  It's only when you're in my situation where your options begin to narrow down and if I don't pull my head in then I'll be out of options.

Back on topic:

1.  What were your preferences that was above Arts at Monash? 
2.  Did they require a higher ATAR than what you have right now?

My preferences were:
Arts/Law                         98.4
Science/Law                    98
Biomedical Science/Law     98.5
Commerce/Law                98.25
Arts                               88

All at Monash.....I had lower ones as well but I'm only interested in the top ones
I put the clearly-ins next to the course...
I got 97.45
Hence, why I think I'm out of options

is there 3rd round offers or have they got rid of those?

have u tried calling the uni for irregular offer? not sure when the cut off for that is

arts/law at deakin is 94.5 and then u could of tried to transfer into monash

but if u want to stay at monash and all the cutoff dates have passed i guess just stay with arts if thats what u really want to do and try transfer into law

Nah, just second round and then Supplementary Round as outlined in my post "How Do Offers Work".

At this point in time, you have as few choices:

1.  Apply for a mid year transfer either to VTAC or directly to the institution, depending which one is applicable.
2.  Apply for a end of year transfer through VTAC later in the year.

Unfortunately in your case, you won't be able to apply for an Irregular Offer because all the courses on your list are above the offer that you have received, if the Arts listed there is the arts you are doing now.

I guess I'll just try to keep a high average throughout first year and pray for a transfer next year

If his average at uni is very high then it's possible.  Otherwise his ATAR will hold more weighting.

Honestly, a straight Arts degree is not a bad option at all (and I'm not just saying that because that's what I'm doing, ha) and you will preserve quite a lot of decision-making power with it. You'll be able to transfer or even do graduate law. If law is what you really want to do, you'll be able to find a way at some point, it's not as though you were very far off being admitted in the first place.
