What's with custom titles?

I believe all national mods have the power to grant ourselves and any members custom titles. (and indeed change any member's forum profile information, including profile pic and sig, but not including username changes)

However I don't think there is a policy for this as of yet, not sure if we are actually allowed to give anyone a custom title (or what kind of criteria should be applied).

Maybe ninwa can shed some light on this?
