The middle band is for those who don't achieve one of the requirements/prerequisites. So for this course, the prereqs are "Prerequisites: Units 3 and 4 a study score of at least 30 in English (ESL) or 25 in any other English and a study score of at least 25 in mathematical methods (either) and in one of chemistry or physics." If you achieve these prereqs and the ATAR required, then you have nothing to worry about,

If you do however not meet one of these listed above and/or the ATAR, then you'll be considered as part of the middle band, which are basically the last couple of places open for that course...

2011: English [44]   |   Chemistry [45]  |   Methods [44]   |   Specialist [42]   |   MUEP Chemistry [5.0]   |   ATAR: 99.60
UMAT: 69 | 56 | 82 | = [69 / 98th Percentile]

To the best of my knowledge you still need to meet the prereqs, it's more for if you didn't meet the ATAR.

Yes, it's this.

Middle band are people who have met all the pre-requisites but have not met the ATAR requirement.  Although their place in the course is not guaranteed, they may still receive an offer depending on how high they rank in the middle band and the number of vacancies still left in the course.

And also, not all courses have the same "middle band".  UoM doesn't consider middle bands if your ATAR is below that year's Clearly-In.  In fact, the only way you can be in the middle band for UoM is if you're an Access Melbourne applicant.
