priority when it comes to numbering HC??

when naming hydrocarbons and it comes to halogens and alkyls, do they have priority for the numbering? (if that makes sense  )

and also when answering exam questions for what types of reactions occurred in this reaction pathway, if i answered it as halogenation instead of addition, is that considered wrong or should i just say both?

1) Yes side chains and functional groups take precedence.
2) Personally i would stay with addition, atho i do believe both are correct.
