A silly question (regarding past exams)

Is it just me or are the past exams from the VCAA missing the stimulus material for sections one and two? I'm assuming this is because of copyright issues? Does this mean we can only do section three of VCAA papers?
Also, how different are the pre-2006 papers? Are they in any way relevent to the current study design?
