What does CLEARLY-IN score mean?

No CSP means Commonwealth Supported Place.
It reffers to what type of student you are in regards to applying for that particular Uni.
With a Commonwealth Supported Place you can claim HECS. Also another way of telling if a particular course is CSP, is that the course number ends in the number 1.
Full Fee paying students for independant tertiary courses have numbers ending in 2 and full fee international students shoudl only apply for courses ending in the number 3.

Clearly in means that when that particular course was taking applicants last year, thats was the ENTER score in which if you got over, you were 95% chance of getting into that course. If however you fail to reach that particular score, and reach the fringe boundry, then its considered to be called 'middle band' and its when your in this situation you may or may not be chosen for that particular course. The Uni will take into consideration folio work, interview, study scores in partiuclar subjects in comparison to those who reached the cleary in mark, to determine whether you're eligable for the course.

I think thats what it is, correct me if im wrong.

Umm.

It's Clearly-in is the ENTER of the last applicant who got into the selected course (as ENTERs descend chronologically). So if the last person who got into UoM commerce was 95.6, then that is the clearly-in ENTER.

I heard it at an UoM lecture.

that is partially correct.

the clearly in is the ENTER of the last student whom they accepted purely on the basis of ENTER.

the fringe ENTER is the lowest ENTER of all student accepted [this include SEAS, special considerations, middle-band, irregular offers, etc]

so the last student who was admitted into the bachelor of commerce at UoM based purely on ENTER had an ENTER score of 95.60
the student with the lowest score was 93.10

normally 80% of offers are made to people above the clearly-in.
