I badly want to go ANU. The only problem is my parents won't allow me to go as long as there is an equivalent course in Victoria. What are some courses that are offered at ANU that are not offered in Victoria?
If I may ask - why do you want to go to ANU
so badly that you're willing to select any course that will allow you to do so, even if not really consistent with your interests? I'm sympathetic to your situation, but surely the content of your education, and the success you find in it, comes first. I think you're approaching this problem from the wrong end, so to speak.
In response to your stated question, though: as others have mentioned, apart from the PhB, only the Bachelor of Asian Studies and the Bachelor of Classical Studies are unique to ANU (IIRC). I should note though that Classics can be studied under Arts at UoM and Monash, as can most Asian languaes. Perhaps you could sell it to your parents that ANU might be
stronger in a particular area of your interest than UoM or Monash is - which is true, particularly for IR-type subjects, AFAIK. Rietie, a fellow VN member, also has spoken very highly to me of the Classics programme at ANU.
Also, there are a few languages offered at ANU that cannot be studied elsewhere in Australia, such as Sanskrit, Tetum, and Burmese, off the top of my head. I think Thai as well, though I'm not sure. It might be in your favour to suddenly develop a passion for Hinduism or East Timorese culture

Isn't there a specific scholarship afforded to successful PhB applicants? It was mentioned on the form. Also, I recall reading that PhB applicants are automatically considered for the National Undergraduate Scholarship - might still apply even if you don't get 99.75 exactly
