The competition is higher, as schools with more resources will have changed, while the schools with less resources (correlated to worse students) will only change when they have to, which is actually why MHS dropped out of the plan to change to the CAS program. They figured their students would be working against themselves under CAS Methods (some students displacing other fellow students of their 50s).
Hence, they stuck with non-CAS, a subject with higher population and hence, less internal displacement.

I am not really sure about we are having better resources. First I was really angry with our school for selecting CAS as I personaly better on non cas. But after the informations I was bit relaxed anyway at the end of the day I think both are treated same ( other than scaling)
