If you can live at home, Uni is very inexpensive (just a few hundred a year for books and transport.)

There's not really much you can do about homeless people taking up shelter in an illegal place unless it actually counts as theft or something. Making homeless people pay fines probably won't do much.

My college costs $12000+ a year to live in. Without a scholarship, I don't think I would have been able to move to Canberra. Fortunately, I had good offers in Melbourne where I could have lived at home, but not everyone is so lucky. If I went to UoM, I would have actually profited slightly from the experience.
