Check the stats for the victoria region and you will see that Swinburne University of Technology has the fastest download speeds in victoria.

Universities have nice fat AARNET pipelines, so for certain traffic they have epic amounts of bandwidth.

is that ADSL2+ or Cable, if it's ADSL2+, you are badly getting ripped off as there is MUCH BETTER DEALS around. :P But good sync speeds *I LIKEE*. 

eg. to show you the extent of the ass-sol at work

BIGPOND 12GB $89.95

iiNet 20GB + 40GB = 60GB , $79.90 (incl. VoIP of ~$10)

Speed tests don't really mean much without real data. That said, my torrents go at an average of 160-170kb/s.

:( Torrents are not indicative of true dl speeds. Try downloading a picture from an Australian server, then try dling a linux distro of HTTP :)

Well said. Torrents are p2p, therefore you might be seeding from someone with l33t speeds.
Try downloading a movie as you are , from a direct link. i.e from rapidshare.
